General Purpose


Provide advice and counsel to management and client organizations. Conducts special studies and analyses, develops alternatives, presents recommendations to management and influences management decisions. Researches, analyzes, develops and implements new strategies, programs, and/or processes in response to changing internal and external conditions.



  • Provide procurement support for PacifiCorp for large capital projects. 
  • Develop supply contracts and agreements for materials and services to achieve budget programs, and financial and regulatory commitments.  
  • Monitor business and supplier performance.
  • Develop request for proposals, evaluate proposals, and negotiate contractual terms and conditions.
  • Participate in plant physical inventory and inventory counts.
  • Identify, develop, source, negotiate, and manage long term preferred business contracts.
  • Negotiate prices and purchase high value and strategic goods and services.
  • Participate in developing the procurement department’s performance reporting.   
  • Develop process driven practices and improvements ensuring evaluation of entire process from acquisition to disposal.
  • Ensure client satisfaction with assigned commodity and project procurement activities.
  • Forecast future needs based on trends.
  • Develop and implement process changes to improve client satisfaction and reduce cost and manage risk.
  • Develop and manage strategic relationships with key suppliers. 



  • Bachelor’s degree in business or economics or a related field; or the equivalent combination of education and experience.  
  • A minimum of five years of supply chain experience or related field.
  • Understanding of outsourcing strategies, related issues and solutions.
  • Excellent organizational, negotiation and communications skills.
  • Demonstrated knowledge in applying theoretical and involved practices and techniques that support and enhance existing procurement strategies. 
  • Ability to identify process improvement opportunities along with implementing improvements leading to efficiency gains and standardization.
  • Knowledge of contracts, commercial and construction law, claims avoidance, insurance, regulatory compliance, risk control, and contract administration. 
  • Excellent communication and interpersonal skills.
  • Ability to work in diverse teams and project environments. 
  • Proficiency using Word, Excel, and SAP, or related software.



  • Certified purchasing manager (CPM).
  • Experience in the development of e-commerce strategies and their implementation.
  • Experience in developing international contracts and vendor relations.
  • Experience with electric utility procurement experience.

Hiring Range: $81,800 - $96,200
