General Purpose

This position will manage the entire recruiting life cycle from inception to onboarding of exempt and non-exempt associates. This role will ensure consistent application of policies and procedures and compliance with all laws/statues regulating the employment relationship. The position will also serve as a guide to hiring managers and candidates throughout the hiring process and will be an ambassador for the company to those outside of the organization.

Responsibilities

Responsibilities of the Associate Level position include:

  • Manage full life-cycle union and non-union call center recruitments including identifying, pre-qualifying, interviewing and presenting candidates to hiring managers, as well as obtaining feedback and disposition of applicants. 
  • Consult & partner with hiring managers and supervisors throughout the hiring process as the recruiting point of contact. 
  • Work with managers to help them identify key competencies for open positions and create appropriate job-related pre-screening and interview questions.
  • Develop and implement creative sourcing strategies to proactively identify candidates for open positions within identified functional areas. Build a pipeline of talent by utilizing sourcing expertise through referrals, networking, internet resources, cold calling, using both active and passive recruiting techniques and other methods for attracting high quality candidates. 
  • Participate in career fairs and campus recruiting.
  • Monitor & oversee the pre-hire process for new hires including facilitation of pre-employment background checks, drug screens, & training documentation.  .
  • Complete reference checks, when requested. 
  • Maintain applicant/resume tracking database and e-recruitment files with proper documentation ensuring EEO and OFCCP compliance. Consult with other pertinent human resources departments as required throughout the hiring process.  Collaborate with other department units to ensure compliance with all legal requirements.
  • Travel between Portland, OR; Salt Lake City, UT and other regional areas for career fairs.
  • Create and implement testing requirements in accordance with employment laws. 

In addition to the above, the responsibilities of the Mid-Level position include:

  • Manage and coordinate PacifiCorp participation in career fairs and campus recruiting.
  • Oversee & manage the new hire on boarding including facilitation of pre-employment background checks, drug screens, physical capacity exams, and CDL/CMV documentation.
  • Identify opportunities for improving service delivery methods and procedures and review with appropriate management staff to implement improvements.
  • Point of contact to outside vendors, other Berkshire Hathaway entities and applicants

Requirements

Requirements of the Associate Level Recruiter include:

  • Bachelor's Degree in Human Resources, Management or a related field; or the equivalent combination of education and experience.  (Experience should be HR related).
  • Basic understanding of employment law and other government compliance regulations.
  • Experience with the use of personal computers including spreadsheet, database, word processing, and presentation applications.
  • Experience with customer service, communication and interpersonal skills including the ability to consult and resolve internal or external customer issues which may be sensitive in nature.
  • Ability to work with call center candidates, hiring managers, and directors of an organization including people with diverse styles and backgrounds; Ability to work effectively and enthusiastically as a member of a team.
  • Must be flexible and adaptable.
  • Results-oriented with a strong sense of urgency.
  • Ability to travel – approximately 25%.
  • Must hold a valid driver license.

In addition to the above, the requirements for the Mid-Level Recruiter include:

  • A minimum of three years of human resources related experience, preferably within a recruiting department.
  • Experience sourcing candidates using Boolean search techniques and Resume mining.
  • Understanding of employment law and other government compliance regulations.
  • Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications.
  • Exceptional customer service, communication and interpersonal skills including the ability to consult and resolve internal or external customer issues which may be sensitive in nature.
  • Demonstrated experience working effectively as a member of a team.

Preferences

  • 1 – 3 years’ experience in recruiting or other human resource divisions.
  • Experience utilizing Applicant Tracking Systems (Success Factors most preferred).
  • Working knowledge of an HRIS system (SAP most preferred).
  • Experience with social media recruiting efforts.
  • Experience creating interview questions and participating on interview panels.
  • Knowledge and/or experience with a unionized environment.
  • Bilingual preferred.
  • Experience with union bidding, wage tables and collective bargaining agreements.
  • PHR or SPHR Certification.
  • AIRS Certification. 
  • Knowledge of legalities related to securing (and maintaining) employment Visas.
  • Track record of recruiting hard to fill IT positions.
  • Experience recruiting positions in remote geographical areas.
  • Previous experience as a Corporate Recruiter for a regulated company

Hiring Range:   $52,900 - $74,200
