General Purpose

Identify, prioritize, and ensure scheduled work duration for district resource capacities align with actual for the T&D Operations budget. Develops plans, designs, resource requirements, and cost estimates for construction and maintenance projects involving transmission and distribution facilities projects. Writes and assembles work packages consisting of drawings, work descriptions and procedures, and necessary parts to direct crews throughout operations.  May plan and coordinate resource availability to the Company.  Monitors systems operations and adjusts operational plans accordingly


Responsibilities of this position include the following:

  • Develop cost estimates and resource requirements for construction and maintenance projects for transmission and distribution facilities. Review design drawings to perform material take-offs and determine resource requirements.
  • Determine pre-approval project estimates based on limited information and general scopes of work.
  • Assess and evaluate facility conditions, determine resource requirements and estimate costs.
  • Develop financial forecasts for districts.
  • Create district performance reports to measure productivity and efficiency.
  • Provide metrics and assist operations managers in creating and populating scorecards.

In addition to the above, the responsibilities of the Mid-Level position include the following:

  • Analyze business processes, conduct special studies, develop alternatives and present recommendations to management.
  • Manage the budget process to ensure that all stakeholders have their needs met.
  • Report complex financial and operational performance data in simple terms, and communicate throughout the wires organization.
  • Collaborate with operation managers to develop and review maintenance projects.
  • Research and analyze relevant data, evaluate complex situations, develop creative alternatives and provide recommendations.
  • Audits business system data and looks for improvements in actuals against targets.


Requirements for this position include the following:

  • Bachelor’s Degree in Engineering, Finance, Accounting or a related field; or the equivalent combination of education and experience.     
  • Communication and interpersonal skills including the ability to communicate requirements, develop detailed written and visual instructions, and direct crews through operations.
  • Knowledge of or ability to quickly acquire required engineering specifications and drawings and the company’s construction and maintenance standards and process, regulations impacting construction, and maintenance (OSHA, ADA, occupancy standards), and Company policies, practices, and procedures.
  • Excellent communication and interpersonal skills including the ability to communicate with all levels of the organization. 

In addition to the above, the requirements of the Mid-Level position include the following: 

  • A minimum of three years experience in an applicable field directly related to position responsibilities. Program design skills including development of interventions, processes, or new or modified programs to meet customer needs.
  • Ability to work with all organizational levels to influence actions and negotiate outcomes.
  • Ability to listen and communicate effectively through oral and written means.
  • Proficient with the use of personal computers to gather, analyze, and summarize data.
  • Project management and leadership skills, including the ability to work as a team member, to maintain project timelines, budgets, and deliver on commitments.



  • Previous Utility Operations experience in a financial role. 
  • Experience of guiding and creation of budget/reporting processes.
  • Familiarity with the following software programs: GISMO, RCMS, PowerMap and FAAR.
