A Line Foreman is a Working Foreman assigned to a Headquarters responsible on a continuing basis for the direct supervision of an assigned crew and the work they perform. The normal complement of a regularly established line crew of three (3) or more workers shall include at least one (1) Journeyman Lineman in addition to the Foreman and may include a Utility Specialist, or Apprentice, or Apprentice-Qualified or Helper classification. They shall:
(a) Be a qualified Journeyman Lineman;
(b) Supervise a crew when engaged in line or substation construction or maintenance work;
(c) Shall work with the Employees under their supervision to the extent that it does not interfere with their supervisory responsibilities;
(d) Be responsible for job planning, work methods, equipment application, construction standards and job reporting for the jobs assigned.

  • Education/Experience: 4+ years related experience and/or training;
  • Completion of a formal apprenticeship program or equivalent experience;
  • Journeyman Language Ability: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

  • Other Qualifications: The district foreman must have the experience of a journeyman lineman and must be able to perform all the duties of a journeyman lineman. The foreman will spend half of his time, strictly in supervisory activities. The other half of the time is spent working as a foreman performing the tasks of a journeyman.  
  • Supervisory Responsibilities: Directly supervises 0 to 20 employees. Carries out supervisory responsibilities in accordance with the working agreement.  
  • Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
  • While performing the duties of this Job, the employee is regularly exposed to work near moving mechanical parts; outdoor weather conditions and risk of electrical shock. The employee is frequently exposed to work in high, precarious places and fumes or airborne particles. The employee is occasionally exposed to wet or humid conditions (non-weather); toxic or caustic chemicals and vibration. The noise level in the work environment is usually moderate. This position may require the use of hard hats, eye protection, protective gloves, long sleeved shirts, and steel toe shoes.   This position may require a post-offer, pre-placement physical capacity screening, conducted by a licensed physical therapist, to assure the candidate meets the physical demands of the job. The screening will assess only the identified physical demands of the job being applied for.   ""Please note, persons transferring within the same job classifications where the physical demands are the same (as determined by the job's physical demands analysis), will not need a physical capacity test."  
  • Physical Demands The job duties of Lineman require lifting in excess of 75 lbs from floor to waist and waist to overhead, carrying in excess of 75 lbs with both hands, and pushing and pulling in excess of 100 lbs of exertional force.  Job duties of the Lineman require sustained, awkward positions/postures including bending and twisting at the waist and neck; reaching forward, to the side, across the body and overhead.  Additional requirements of the Lineman position include forceful grip and pinch; manipulation of small objects; balancing on one or both legs during dynamic activities; manipulation of large objects during activities requiring balance and sustained awkward postures.
