General Purpose
Responsible for air permit management at the Jim Bridger Power Plant. Applies basic scientific methods and practices to assist in maintaining environmental compliance at the plant and assists other engineering staff on more complex projects. Develops studies, monitoring plans, specifications, calculations, evaluations, design documents, and performance assessments associated with environmental compliance at the plant. Conducts analysis through research, gathering and interpretation of data, development of alternatives and recommendations. Presents analysis and recommendations to management and supports the implementation of the selected plan.
Responsibilities
Responsibilities of the Senior Level position include the following:
• Support Jim Bridger Plant in maintaining compliance with the Federal Acid Rain Program (ARP), New Source Performance Standards (NSPS), Mercury and Air Toxics Standards (MATS) (40 CFR Parts75, 60, and 63).
• Prepare quarterly, semi-annual, and annual Title V reports. Reports include quarterly CEMS reports, quarterly and semi-annual Mercury and Air Toxics Standards (MATS) reports, annual Title V certifications, annual emissions inventories, and annual CCR Fugitive Dust Control report.
• Serve as the point of contact between state and federal agencies to maintain regulatory compliance.
• Maintain up-to-date understanding and knowledge of new and upcoming changes to regulations affecting ARP, NSPS, MATS, and RCRA regulatory programs.
• Schedule and support relative accuracy test audits (RATAs) and other stack testing activities.
• Develop studies of limited scope and prepare data for cost estimations and analyses.
• Conduct and support site inspections to ensure adherence to environmental standards.
• Monitor plant environmental performance, analyze data, and provide recommendations to management.
• Manage the Continuous Emissions Monitoring System (CEMS) for nitrogen oxides (NOx), sulfur dioxide (SO2), carbon dioxide (CO2), carbon monoxide (CO), and mercury (Hg).
• Manage the Emissions Monitoring System (NEMS).
• Manage environmental projects at the plant, ensuring that the plant remains in compliance with government regulations.
• Identify and apply for necessary environmental permits and permit renewals.
• In conjunction with air permit requirements, complete reports and other compliance management system (CMS) tasks on time.
• Deliver environmental training and provide guidance to operations, maintenance, and management staff.
• For environmental projects, this person will be responsible for achieving environmental goals while adhering to approved budgets and schedules.
• Monitor the performance of the operations and manage the interface with the external service providers.
• Supervise external service providers, ensuring contract requirements are completed timely and accurately.
• Analyze and make recommendations to management regarding the budget.
• Provide accurate input into the budget process and contribute to meeting the actual targets.
• Other work as assigned.

If the position is underfilled at the Mid or Associate level, the duties of the role reduce to assist a lead or manager in the execution of the above responsibilities.
In addition, the responsibilities of the Mid-level position include the following:
• Manage the Continuous Emissions Monitoring System (CEMS) for nitrogen oxides (NOx), sulfur dioxide (SO2), carbon dioxide (CO2), carbon monoxide (CO), and mercury (Hg).
• Manage the Continuous Emissions Monitoring System (CEMS) for nitrogen oxides (NOx), sulfur dioxide (SO2), carbon dioxide (CO2), carbon monoxide (CO), and mercury (Hg).
• With the aid of corporate environmental subject matter experts, prepare quarterly, semi-annual, and annual Title V reports.
Responsibilities of the Associate level position include the following:
• Monitor the performance of the operations and manage the interface with the external service providers.
• Monitor operational processes and perform analysis.
• Supervise external service providers, ensuring contract requirements are completed timely and accurately.
• Collect, analyze, and ensure data collection.
• Adhere to local, state and federal guidelines and regulations.
• Develop policy and processes to ensure accurate collection and analysis of data.
• Analyze and make recommendations to management regarding the budget.
• Monitor and analyze the budget to ensure actuals meet the target.
• Provide accurate input into the budget process and contribute to meeting the actual targets.
• Ensure that environmental data collection and reporting is carried out in accordance with company policy and state regulations.
Requirements
Requirements for the Associate Level position include the following:
• Bachelor’s degree in physical sciences, Environmental Sciences or Engineering; or the equivalent combination of related education and experience.
• Knowledge and understanding of environmental issues and the company's business processes.
• Data gathering, analysis, interpretation, trending, forecasting, and modeling skills.
• Knowledge of data gathering, analysis, forecasting, and modeling techniques; applicable
• Company policies and procedures; applicable federal, state, and local governmental laws and regulations.
• Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications to gather, analyze, and model information.
• Communication and interpersonal skills including ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.
• Ability to work with all levels of an organization including people with different styles and backgrounds and ability to work as a member of a team.
• Ability to prioritize workload under pressure.
In addition, the requirements for the Mid-Level position include the following:
- A minimum of three years’ experience in environmental or regulatory matters.
- Working knowledge and understanding of environmental issues and the company's business processes.
- Ability to present alternatives and recommendations.
Requirements
In addition, the requirements for the Senior Level position include the following:
• A minimum of five years’ experience in environmental or regulatory matters.
• Advanced technical knowledge and understanding of environmental issues and the company's business processes.
• Experience in environmental management and reporting, including auditing and training.
• Ability to develop and present training to appropriate field personnel.
• Project management skills including project leadership, task identification, scheduling, and cost/expenditure identification.

• Advanced degree.
• Specialized knowledge of air or water issues.
• Three years’ experience in environmental or regulatory matters.
• Experience with environmental monitoring and reporting.
• Knowledge of air, hazardous waste, solid waste, or water issues.
