General Purpose
This position is responsible for the organization, administration and operation of the Company’s emergency management organization and Wildfire Operations Center. This includes the management and coordination of the Company’s resources and activities designed to address all aspects of threats, hazards, planned events, and other emergencies. This position develops the strategic direction necessary for the Company to be prepared, equipped, trained, and ready to deal with the consequences of disasters as well as mitigate the effects and recover from the impacts. Responsible for establishing and implementing business objectives, strategies and plans in support of company strategic goals. Manages and allocates financial and employee resources. Responsible for selecting, coaching, and developing employees and management of employee salaries.
Responsibilities
- Develop strategic action plans and oversee all functions of the emergency management program including administration, program development and delivery to ensure successful accomplishment of the program functions and expectations.
- Manage and oversee the development and updates of all emergency management programs, hazard specific plans and emergency response procedures of the company.
- Develop short and long term goals and objectives, evaluate outcomes, and adjust or review programs.
- Oversee the development and delivery of companywide emergency management training and exercise programs including table-top and functional exercises focused on scenario based events like earthquake, pandemic, major storm, etc. for operational and non-operational personnel.
- Facilitate training of the Incident Management Team and the Executive Policy Group utilizing National Incident Management System - Incident Command Center structure processes, terminology, applications, and roles & responsibilities.
- Establish and maintain robust emergency management working relationships and agreements with external contacts from mutual assistance organizations, government agencies and other emergency management agencies.
- Represent the company, and act as the primary point of contact as required with local, state and federal agencies, the private sector, volunteer organizations and the public for all matters pertaining to emergency management.
- Oversee and manage the development of corrective action plans to address operational and process gaps in the emergency management plan and business continuity plans to ensure business resiliency for the company during and after emergency or catastrophic incidents.
- Ensure emergency management plans are documented, audited, updated and distributed on an annual basis.
- Ensure compliance with all local, state and federal mandates relating to emergency management.
- Manage and oversee department’s budget.
- Ensure the Emergency Operations Centers (EOC) are in a state of operational readiness.
- Collaborate with business continuity to ensure emergency management and business continuity plans are in alignment.
Requirements
- Bachelor’s Degree in applicable field; or the equivalent combination of education and related experience.
- A minimum of ten years of directly related emergency management experience in a utility or similar industry.
- A minimum of five years of direct people management experience with the proven ability to manage and motivate employees.
- Certification in emergency management (CEM) by International Association of Emergency Managers (IAEM).
- Leadership and teamwork skills to negotiate with and influence peers and management on policy and strategic issues.
- Management skills including the ability to establish objectives, develop and execute policy, monitor resources, manage budget and the ability to manage the development and implementation of multiple systems, programs or processes.
- High degree of independent initiative, discretion and sound judgement as well as the ability to integrate company priorities in emergency situations.
- 24/7 availability to support emergencies and disasters.
- Proficient with the use of personal computers including spreadsheet, word processing, and presentation applications to compile, maintain, and present.
- Experience leading or the ability to lead emergency response efforts for a large government or corporate organization.
- Ability to analyze situations quickly and objectively, to recognize actual and potential danger and determine the proper course of action.
- Excellent communication and interpersonal skills to manage and motivate employees and communicate objectives and action plans.
- Excellent leadership skills, strong organizational abilities to oversee multiple and complex issues, and experience presenting complex topics to internal and external stakeholders.
- Expertise in emergency command and control operations.
Preferences
- Advanced degree.
- Knowledge of company’s strategic plan, objectives for specific area, as well as company policies, procedures, practices and federal, state and local governmental laws and regulations.
- Previous electric utility experience.
- Wildfire response management or experience.
- Hazmat response management or experience.
