General Purpose

Manages a geographic territory, region, location or cross-functional unit, which has a major impact on corporate, business unit, or organizational objectives.  Manages the day-to-day operations of the long-term load forecasting group, load research group, and diversity, equity, and inclusion data collection efforts, which have a significant impact on rate recovery and long-term resource planning.  Establishes strategic business objectives, strategies, and plans in support of Company strategic goals.  Manages and allocates financial and employee resources.  Responsible for selecting, coaching, and developing employees and management of employee salaries. Implements and supports Company programs and policies. 

Responsibilities

Load Forecast Responsibilities

  • Direct the development and delivery of enterprise-wide energy and demand forecasts to support regulatory strategy, Integrated Resource Planning, corporate business decisions, and real-time grid operations, ensuring alignment with long-term growth objectives and compliance mandates.
  • Lead a cross-functional team in the design, implementation, and ongoing enhancement of advanced analytical models used to forecast customer behavior and evaluate regulatory program impacts on energy demand.
  • Oversee high-impact projects and strategic initiatives that inform operational decisions and policy alignment.
  • Collaborate and provide guidance with internal stakeholder groups to understand the effect of various forecast inputs, including large industrial and commercial customer energy use, demand side management, and distributed generation.
  • Demonstrate leadership by engaging cross-departmental teams to align customer class determinations that shape the Company’s Load forecasting strategies.
  • Deliver clear, compelling written and verbal communications that distill complex analytical insights, key drivers, and risk factors for senior leadership, regulatory stakeholders, and expert consultants, playing a critical role in guiding Integrated Resource Planning and rate case strategy.
  • Lead monthly executive-level presentations that summarize customer trends enabling informed decision-making.
  • Develop and deliver expert witness testimony and supporting exhibits for high-stakes regulatory filings, while overseeing comprehensive data response efforts and rigorous review of all regulatory documentation to ensure precision, compliance, and credibility.
  • Exhibit advanced proficiency in econometric forecasting through effective leadership, analytical rigor, and collaborative communication—delivering timely and accurate load forecasts while translating complex technical concepts into actionable insights for senior decision-makers.
  • Lead discussions with state regulators and intervenors to defend forecasting methodologies and statistical models, ensuring transparency and data integrity.
  • Implement model updates based on stakeholder feedback and evolving regulatory requirements, balancing accuracy and compliance.
  • Select, coach, and develop employees. 
  • Create and sustain a culture of continuous improvement through targeted coaching, performance management, and leadership development.
  • Review and evaluate employee performance and prepare annual reviews.
  • Conduct performance evaluations to assess employee contributions, identify development needs, and recognize achievements.

Load Research Responsibilities

  • Lead and develop staff to support regulatory filings including general rate cases, export credit proceedings and miscellaneous projects requiring profile meter data ensuring data integrity, timely analysis, and alignment with regulatory standards.
  • Ensure statistical rigor of sample design.
  • Direct staff in developing customer class loads for regulatory filings.
  • Provide subject matter expertise in ensuring the integrity, accuracy, and completeness of metered interval load data through robust validation methodologies, identifying anomalies, and collaborating across departments to uphold data reliability for regulatory reporting, forecasting, and strategic decision-making.
  • Oversee transition of load research sample design from traditional load research metering to Advanced Metering Infrastructure.

 

Diversity, Equity, and Inclusion Data Collection

  • Lead data collection efforts in support of diversity, equity and inclusion mandates stemming from clean energy legislation.
  • Manage research activities, analyses, and report for PacifiCorp’s ongoing compliance with Washington’s Clean Energy Transformation Act (CETA), Oregon’s HB 2021, and any forthcoming customer equity-related regulations in other PacifiCorp jurisdictions.
  • Provide thought leadership on best practices, emerging trends, and creative thinking on developing and establishing metrics for measuring effectiveness of Company’s diversity, equity, and inclusion strategies.
  • Lead data synthesis, analysis, tracking, reporting, and visualization by:
  • Defining all customer equity metrics, frameworks, and objectives and key results for equity-related goals.
    Gathering, analyzing, and auditing customer equity metrics.
  • Building and maintaining a tracking database and reporting dashboard for customer equity metrics.
  • Responding to internal and external data requests, posting materials for regulators’ and/or the public’s review, as needed.
  • Report complex information in simple terms and communicate too internal and external stakeholders.
  • Author relevant sections of formal clean energy plans and other equity related filings.
  • Coordinate efforts across internal SMEs and own deliverables that comply with regulation.
  • Provide two-way communications with internal teams to gather inputs and socialize actionable 

Requirements

  • A minimum of ten years of regulatory experience in one or more of the following technical areas: econometric forecasting, revenue requirement preparation, production cost simulation modeling, cost of service analysis, or pricing analysis.
  • A minimum of five years of managerial or supervisory experience.
  • Strong leadership skills and the ability to work with all levels of an organization including people with different styles and backgrounds; ability to work both independently and as a member of a team; ability to manage and motivate employees.
  • Thorough understanding of utility economics, econometrics, as well as utility commission rules and regulations.
  • Detailed understanding of technical areas of responsibility and general familiarity of the fundamentals of load forecasting, revenue requirement, interstate allocations, net power costs, class cost of service and rate design.
  • Ability to communicate calmly while under pressure. 
    Strong communication and interpersonal skills including ability to consult with internal and external clients.
  • Possess advanced academic training or equivalent experience in Economics, Statistics, Mathematics, Business, Engineering, Finance, or related disciplines—demonstrating mastery in quantitative analysis, strategic modeling, and cross-functional leadership within complex regulatory and operational environments.
