General Purpose

Conducts analysis through research, gathering and interpretation of data, development of environmental related data and policies to assess current processes and develop recommendations to ensure compliance with applicable environmental laws and regulations. Presents analysis and recommendations to management and assists with implementation of selected process changes.  Analyses include, but are not limited to, feasibility studies, cost/benefit analysis, trending/forecasting, compliance risks, budget analysis and reporting.  Specifically, this position’s primary responsibility is to provide professional level services for ensuring the company complies with regulatory requirements of state and federal laws including RCRA, TSCA, EPCRA, SPCC, CAA, CWA, DOT, and PCB regulations relating to transmission and distribution operations.

Responsibilities

•    Monitor, track, and facilitate transmission and distribution facility compliance throughout the company’s service territory and interface with local operations management. 
•    Monitor the performance of the operations and manage internal programs and external service providers including the spill response program and regulated waste program and respective contractors.
•    Manage/supervise external service providers, ensuring contract requirements are completed timely and accurately. 
•    Facilitate, track and report regulated waste disposal and handling, spill response and clean up, and transport of regulated materials and ensure that reporting is carried out in accordance with company policy and state and federal regulations.
•    Manage invoicing and accruals.
•    Analyze and make recommendations to management regarding the budget. 
•    Provide input into the budget process and contribute to meeting  targets.  
•    Monitor operational processes and perform analysis. 
•    Ensure data collection for internal and external reporting.
•    Develop policy and processes to ensure compliance with applicable local, state, and federal guidelines and regulations.
•    Monitor environmental laws and regulations and identify need for comment and determine impacts to company and any process changes that may be required. 
•    Ensure that environmental data collection and reporting is carried out in accordance with company policy and state regulations.
•    Develop and deliver training and education (DOT, spill response, and waste management) to operations staff and management.
•    Travel to deliver trainings, conduct audits, participate in meetings, coordinate with agencies, and interface with external and internal customers.
      o    Travel would consist of day and overnight trips approximately 5-15% of time.
•    Other duties as assigned.

In addition to the above, Mid-level responsibilities include 
•    Provide technical leadership and support to operations and engineering staff. 
•    Perform complex environmental work requiring the considerable exercise of independent analysis and judgment in environmental services.
•    Plan, develop and manage environmental remediation projects or ability to properly oversee environmental contractors conducting environmental remediation projects. 
•    Working knowledge of asbestos compliance and abatement work. 
•    Knowledge of contracting and insurance requirements for environmental work.
•    Work as a liaison between regulatory agencies.
•    Participate in trade associations and various task forces to assist in the development of environmental laws and regulations.   
•    Provide general environmental and permitting support regarding operations and maintenance and capital projects, including substation modifications and transmission and distribution line construction projects. Support may include local, state, and federal permitting and coordination with land managing agencies such as the USFS and BLM to acquire approvals for the work.

Requirements

•    Bachelor’s Degree in Physical Sciences, Environmental Sciences or Engineering; or the equivalent combination of related education and experience.
•    Knowledge and understanding of environmental issues and the company’s business processes.
•    Data gathering, analysis, interpretation, trending, and forecasting skills.
•    Knowledge of applicable Company policies and procedures; applicable federal, state, and local governmental laws and regulations including but not limited to RCRA, TSCA, EPCRA, SPCC, CAA, CWA, DOT, and PCB regulations.
•    Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications to gather, analyze, and model information.
•    Communication and interpersonal skills including ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.
•    Ability to work with all levels of an organization including people with different styles and backgrounds and ability to work as a member of a team. 
•    Ability to prioritize workload under pressure.


In addition to the above, the Mid-level requirements include
•    A minimum of three years of experience in environmental or regulatory matters pertaining to RCRA, TSCA, EPCRA, SPCC, CAA, CWA, DOT, and PCB regulations.
•    Working knowledge and understanding of environmental issues and the company’s business processes.
•    Ability to present alternatives and recommendations.

Preferences

  • Working experience in environmental or regulatory matters pertaining to RCRA, TSCA, EPCRA, SPCC, CAA, CWA, DOT, and PCB regulations.
  • Experience with environmental monitoring and reporting.
  • Knowledge of air, hazardous waste, solid waste, or water issues.  
  • Experience with environmental management monitoring and reporting.
