General Purpose

Acts as an account manager with both Bonneville Power Administration (BPA) and Western Area Power Administration (WAPA) representing PacifiCorp’s interest as a transmission customer and as a trade partner in the wholesale electric markets.  This position is responsible for developing and maintaining relationship with both BPA and WAPA.  Represents PacifiCorp in BPA and WAPA rate proceedings, stakeholder processes, and record of decisions.  Forms a partnership with BPA and WAPA to facilitate expansion of organized markets in the West.  Works to ensure PacifiCorp retail customers continue to benefit from the BPA Residential Exchange Program. Most of the work and interaction will be with Bonneville Power Administration.

Responsibilities of this position include the following:

  • Single point of contact with BPA and WAPA for matters concerning PacifiCorp’s interest as a transmission customer, energy trade partner, organized market expansion, and retail customer rates. 
  • Responsible for monitoring BPA and WAPA proceedings and activities to identify issues that pertain to PacifiCorp and provide summaries to executive management.  
  • Develop strategies for interactions with BPA and WAPA in both formal and informal settings that align with business objectives.
  • Collaborate with internal and external customers to lead, develop, and plan PacifiCorp’s strategy and involvement in BPA and WAPA rate cases.
  • Develop, write, and sponsor testimony for BPA and WAPA rate proceedings, including testifying at BPA and WAPA hearings as appropriate and necessary.
  • Lead PacifiCorp’s engagement in the Residential Exchange Program regional settlement process, developing PacifiCorp’s position and overall strategy in collaboration with internal and external customers. 
  • Advise the company on Bonneville and WAPA rates and policy issues that will impact the company’s transmission or power contracts or other business relationships.
  • Collaborate with PacifiCorp legal and regulation teams.
  • Provide technical and policy assistance to legal team on BPA and WAPA issues.
  • Performs legislative, regulatory and relationship functions. Works to develop and facilitate strategic business objectives, strategies, and plans in support of PacifiCorp strategic goals.

Requirements for this position include the following:

  • Bachelor’s Degree in Economics, Business Finance, Accounting, or a related field; or the equivalent combination of education and experience.
  • A minimum of 10 years of utility and/or regulatory experience.
  • Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications to gather, analyze, and model information.
  • Teamwork skills to negotiate with and influence peers and management on policy and strategic issues.
  • Communication and interpersonal skills including ability to effectively consult with internal and external customers regarding matters/issues of policy and strategic issues.
  • Ability to work with all levels of an organization including people with different styles and background, and ability to work as a member of a team.
  • Proven problem-solving skills.

This position is eligible for an annual discretionary performance incentive bonus of up to
