General Purpose

This position has responsibility for obtaining regulatory recovery of the Company's overall revenue requirement.

Responsibilities

  • Direct the development of net power costs reporting, net power costs analysis, and net power costs modeling, to include the modeling of the company's loads and resources over a variety of market price and system conditions.
  • Analyze and interpret data and modeling.
  • Develop and verify new models and/or modeling techniques to simulate the company's resources and for special projects.
  • Develop pro forma and forecast normalized net power costs for periods up to 30 years, to include production cost dispatch model validation, and prudence of wholesale transactions.
  • Manage the net power costs development process from receipt of inputs through modeling and testimony to ensure proper controls are in place and validated to ensure accuracy.
  • Work with management to establish schedules and appropriate timelines for review of net power costs results, exposure analysis, and strategy.
  • Represent the company as the subject matter expert on net power costs related issues and dockets.
  • Present findings to senior management as required.
  • Make presentations and represent PacifiCorp to regulators and other external stakeholders.
  • Prepare and sponsor net power costs testimony as a professional witness.
  • Prepare and review responses to discovery requests.
  • Implement business objectives, strategies, and plans consistent with the company’s regulatory strategy.
  • Prepare and/or manage the preparation of regulatory and compliance filings to meet the reporting requirements in all states.
  • Provide input into policy decisions, and decisions to mobilize resources to produce desired business results.
  • Review technical data, financial modeling, and understand regulatory data systems and interfaces with other company data systems.
  • Select, coach, and develop employees.
  • Review and evaluate employee performance and prepare annual reviews.

Requirements

  • Bachelor's degree in Accounting, Finance, Mathematics, Business, Economics, Engineering, or a related field; or the equivalent combination of education and experience.
  • A minimum of seven years of experience in one or more of the following technical areas: net power costs modeling, production cost modeling, revenue requirement preparation, cost of service analysis, pricing analysis, or financial analysis.
  • A minimum of three years of direct people management experience.
  • Requires a complete understanding of the company's resource system including transmission systems and constraints, thermal resources, reserve requirements, resource availability determination, resource commitment logic and dispatch, fuel costs, portfolio of wholesale sales and purchase contracts, and risk management / mitigation.
  • Strong leadership skills and the ability to work with all levels of an organization including people with unique styles and backgrounds; ability to work both independently and as a member of a team; ability to manage and motivate employees.
  • Thorough understanding of utility economics, as well as utility commission rules and regulations.
  • Detailed understanding of technical areas of responsibility and general familiarity of the fundamentals of revenue requirement, interstate allocations, net power costs, class cost of service and rate design.
  • Ability to communicate calmly while under pressure.
  • Effective communication and people skills including ability to consult with internal and external clients.

This position is eligible for an annual discretionary performance incentive bonus of up to 20.00% of salary.
