General Purpose

Manages the day-to-day development for major engineering equipment specification, acquisition and delivery for company substation, distribution lines and transmission line facilities that has a significant impact on corporate, business unit, or organizational objectives. Establishes and implements business objectives, strategies, and plans.  Manages and allocates financial and employee resources. Responsible for selecting, coaching, and developing employees and responsible for management of employee evaluations, career development planning and salaries. Create and implements and supports Company programs and policies and specifications related to major engineering equipment.   Responsible for establishment and adherence to department budget.

Responsibilities

•    Apply engineering principles to support the Company's transmission and distribution operations, including developing and/or managing development of engineering specifications for medium to large voltage power transformers (46kV to 500kV), phase-shifting transformers, shunt reactors and generation step-up transformers.
•    Manage delivery and provide as needed technical support during acquisition and delivery of all major non-wound substation equipment such as circuit breakers, regulators, capacitor banks, protection and control relays etc.
•    Manage delivery and adequate inventory levels of spare and repair equipment and equipment components to ensure ongoing operations of major wound and non-wound equipment, including administration of repair and warranty assurance programs.
•    Manage acquisition and provide as needed technical support during acquisition of all major transmission line equipment such as steel poles, conductor and insulators etc.
•    Manage multiple acquisition projects of aforementioned equipment to ensure specification compliance and timely delivery, installation and testing of equipment.
•    Perform and/or manage on-site factory inspections, as needed, during equipment being manufactured globally.
•    Provide expert opinion and issues resolution during manufacturing of all major equipment including power transformers, phase-shifting transformers and shunt reactors.
•    Manage performance of suppliers for acquired equipment and key materials for large scale capital projects (e.g. modifications/additions to facilities and infrastructure) under minimal supervision. 
•    Negotiate with vendors and contractors regarding scope of work changes and ensure that all contract commitments are completed on time per the scope of work and technical specifications within budget.
•    Develop highly complex engineering studies, plans, specifications, calculations, evaluations, design documents, and performance assessments.  
•    Actively support and contribute to departmental and company efforts to improve efficiencies of processes to reduce costs and improve customer service for internal and external customers.
•    Ensure transmission and distribution operations, engineering design and project management groups are supported with internal and external technical resources, and manage issues associated with operations, performance, and engineering equipment specifications compliance.
•    Responsible for daily communication of expectations, coaching employees, providing ongoing feedback, and working collaboratively with other departments. 
•    Facilitate change, develop others, foster continuous improvement and drive for compliance to a developing standards. 
•    Assess industry practices as well as local factors that have a direct impact preparing major equipment engineering specification, manufacturing and create policies and procedures to address requirements and improvements.
•    Ensure that the best technical processes and engineering practices are applied across the transmission and distribution operations.
•    Oversee process centered transition activities and special projects.  
•    Ensure compliance with federal, state, and local rules, regulations and codes.
•    Recommend and implement action plans for achieving objectives.
•    Select, coach, and develop employees to providing safe and reliable power for our customers.
•    Review and evaluate employee performance and prepare quarterly reviews.

Requirements

•    Bachelor’s Degree in electrical or mechanical from an accredited university; or the equivalent combination of education and at-least 10-years experience in engineering equipment manufacturing and/or equipment management.
•    A minimum of ten years experience in engineering, designing and manufacturing major utility grade electrical equipment. 
•    A minimum of five years experience in people management or functional management. 
•    Management skills including the ability to establish objectives, execute policy, monitor resources, and manage the development or implementation of a system, program, or process.
•    Superior communication and interpersonal skills to manage and motivate employees. 
•    Knowledge of Company's strategic plan, objectives for specific area, as well as Company policies, procedures, and practices.  
•    Strong knowledge of state and federal safety and environmental regulations (OSHA, Title V, etc) and applicable codes such as  ANSI, IEEE, IEC, NEC and NFPA.  
•    Knowledge and experience in the design, installation, operation and manufacturing of  electrical equipment including large power transformers.
•    Knowledge and experience with utility grade electrical equipment manufacturing facility inspections and quality audits.
•    Proficient with the use of personal computers including spreadsheet, database, word processing, presentation applications and SAP.  

Preferences

•    Advanced Degree.
•    Lean six-sigma and/or ISO 9001 quality auditor certification.
•    Supervisory experience or demonstrated leadership skills is highly desirable. 
•    Experience in budget preparation, analysis and cost tracking.  
•    Experience with process centered organizations, project management, contract administration and work planning and scheduling.
