General Purpose

 

The (T&D) Apprentice Programs Manager is responsible for oversight and support of all craft apprentice programs, having an impact on corporate, business unit, or organizational objectives. Manages the development, delivery, review and maintenance of training programs and curriculum to ensure compliance with T&D training requirements to deliver organizational objectives for all positions within the craft and trade disciplines. Monitors, reports and ensures compliance with state and federal agencies that oversee apprentice programs. Will have broad familiarity with all fields and classifications within the operations function of an electric utility, including management, administrative and journeyman craft roles and functions. Conducts training assessments and gap analyses to determine individual training requirements. May conduct training or co-facilitate with subject matter experts. Supports and implements business objectives, strategies, programs and plans. Implements and supports company programs and policies. Assists with adherence to department budget. Conducts training assessments and analysis to determine additional individual training as needed.

Responsibilities

 

•    Develop, maintain and implement technical training apprenticeship programs.
•    Support wires, substation operations, estimating and metering departments to manage records and documentation for individual apprentices to meet the requirements of their craft.
•    Coordinate with Labor Relations and Labor Unions to develop programs or language that aligns with the various Collective Bargaining Agreements.
•    Act as or identify the subject matter expert for all essential skills within the four craft disciplines that have apprenticeship programs (lineman, estimator, substation, and metering).
•    Complete the indenture process for all crafts with the Department of Labor. Schedule and conduct pre-apprentice indenture meetings, administer oath, register and cancel apprentices, track and report apprentice progress and hours.
•    Evaluate and monitor progress and competency of employees in these training programs.
•    Create and analyze reports, employee development plans, new hire training and ensure all activities align with outside agency standards. 
•    Act as a liaison with the US department of Labor, US Department of Veterans Affairs and other agencies to ensure required reporting and compliance with all standards and policies.
•    Act as subject matter expert, program tester, and liaison with IT and business transformation groups for software integrations and system changes that affect each craft’s software programs, records management and data filing and reporting requirements.
•    Provide support for new hire pre-apprentice assessments. Develop and provide all training materials and tools needed for these assessments and classes.
•    Develop and communicate training schedules for the apprentices, in cooperation with their local managers, to keep them on schedule for completion.
•    Recruit subject matter expert trainers to conduct or co-facilitate classroom sessions. Arrange and communicate instructor's schedules to align with apprentice classroom schedules.
•    Function as subject matter expert and system administrator for Trade school software. Audit Trade school records for accuracy and assure compliance with all requirements logged in this tracking system.
•    Schedule, track and follow-up on manager/journeyman monthly apprentice reviews and maintain accurate documentation of each apprentice’s progress in the program. 
•    Maintain all required program records. May be asked to report standards, manager review notes, trade schedules, and apprentice committee by-laws. Can be asked to supply these records for audits and to provide support during labor investigations.
•    Complete all required forms for veteran employees in apprenticeship programs to ensure veterans benefits are not forfeited.
•    Facilitate assessments testing with the apprentice lineman working group. Identify assessors. Schedule assessments.
•    Communicate apprentice testing & assessment schedules
•    Act as company liaison with Salt Lake Community College to provide information on required external courses affecting some apprentice programs. Provide information & support on registration for online courses. Coordinate the ordering of supplies required for course lab kits. Distribute, track and receive-back lab kits upon course completion
•    Act as the liaison to the JAETC and the JATC Apprentice Committees:

 

Requirements

 

  • Bachelor’s Degree in Business, Electrical Engineering or a Journeyman level certification in one of the covered crafts; or the equivalent combination of education and experience.
  • A minimum of 3-5 years related professional experience.
  • A thorough understanding of all craft discipline duties and business systems within wires, estimating, substation and metering (such as RCMS and SAP).
  • Excellent communication and interpersonal skills including the ability to develop a rapport with different audiences, and to understand and adapt to the various learning styles of class participants.
  • Excellent organizational skills. 
  • Excellent oral and written presentation skills required in order to prepare training materials and deliver training sessions.
  • Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications.
  • Able to clearly report and present, both written and verbal, to management at all levels.
  • Will require travel.

Preferences

 

  • Previous training experience in a craft or technical training capacity
  • Completion of journeyman level certification in one of the electrical crafts
