The position is responsible for functional oversight of the activities and outcomes for energy market policy and analytics for PacifiCorp’s Energy Supply Management (ESM) group. Responsible for managing the activities and staff associated with energy market policy issues impacting the company, developing company strategies on various complex energy market issues, and analysis of trading data to inform and develop energy trading strategies. Provide leadership and direction to management that guides the company's interest in fulfilling its goals and core principles
- Plan and manage the work of the functional group. Lead projects and initiatives.
- Evaluate proposed market rules and market design changes that impact PacifiCorp’s ESM group including, but not limited to, the evolving energy imbalance market, potential organized market expansion and participation, and PacifiCorp’s interaction with market participants outside of organized markets.
- Evaluate proposed changes to regional energy markets, energy market policy and strategy that impact ESM operations. Engage as appropriate to support PacifiCorp’s interests, develop comments and advocate positions in various stakeholder and market policy processes.
- Evaluate proposed state and federal laws and regulations that have the potential to impact the company’s market activities, and related policies. Develop comments on proposed state and federal laws and regulations.
- Coordinate with Berkshire Hathaway Energy and the Company’s state and federal government affairs, state regulatory, commercial and legal departments to develop and execute strategies on behalf of PacifiCorp, ensure compliance with laws and regulations, and minimize potential for disputes.
- Integrate strategic assessments of existing and anticipated market rules and designs into the planning and operating decisions of the business.
- Advise management of the impact of proposed market rule and design changes and develop potential strategies and recommendations for economic optimization and compliance.
- Develop comments and proactively participate in, stakeholder, trade association and other regulatory proceedings, including governance proceedings, to advance market rules and market design changes on behalf of PacifiCorp.
- Design and direct analysis of market conditions and fundamentals to identify market opportunities and inform trading strategies.
- Analyze operational data on electricity and natural gas prices, loads, transmission and pipeline rates in order to optimize PacifiCorp’s generation, transmission, and transportation assets.
- Work closely with ESM trading and resource planning staff to develop optimization strategies designed to reduce net power costs.
- Provide leadership and direction to management on the Core Principles related to market policy and analytics.
- Perform administrative activities necessary for the effective management of the department, including: employee safety; selection and development of employees; salary and budget administration; employee counseling and motivation; develop organization goals, objectives and plans; and organize, integrate, and measure data for reporting purposes.
- Prepare and submit testimony in legislative or regulatory hearings.
- Prepare and support responses to data requests in the Company’s rate case proceedings.
- Stay abreast of current and proposed federal and state laws and regulations.
- Lead the functional team; direct day-to-day activities, and provide guidance and recommendations.
- Provide input into team employee performance reviews. Flag performance and personnel issues for people manager resolution.
- Bachelor's degree in Economics or related area, or the equivalent combination of education and experience.
- A minimum of seven years of related progressive work experience.
- A minimum of three years direct people or functional management experience.
- Demonstrated creative skills to develop and negotiate solutions to complex problems with balanced outcomes.
- Superior communication and interpersonal skills with the demonstrated ability to comprehend and communicate complex information accurately and understandably to technical and non-technical audiences.
- Must possess the ability to establish and maintain good working relationships with business unit personnel, third party market operators, government agencies, trade groups, outside stakeholders, and others.
- Superior writing skills, with the ability to read and summarize market-related material, regulatory and legislative proposals and prepare comments on behalf of the Company.
- Management skills including the ability to establish objectives, develop and execute policy, direct and monitor resources, and recommend and oversee development or implementation of systems, programs, or processes.
- Maintain mastery of knowledge of external business environment, laws, political climate and the Company's strategies, policies, practices, and procedures.
- MBA or similar advanced degree
- Advanced knowledge of organized markets including market design, operations, settlement functions, related laws and regulations
- Previous experience with the California Independent System Operator market
- Previous experience in the Western Electricity Coordinating Council market area
- Knowledge of the utility industry, and the political, economic, and social climates in which the Company operates.
