General Purpose

The position is responsible for functional oversight of the coordination, preparation, production and shipment of all regulatory filings (e.g., general rate cases, advice filings, petitions, and applications) in the six states the company serves. Serve as key company liaison with state regulatory commissions on regulatory filings, tariff issues, and appropriate application of policies and procedures. Present analysis and provide alternatives and recommendations to department management to influence decision making regarding regulatory policies and strategies.  Ensure the company maintains compliance with regulatory requirements and tracks modifications to rules in each of the company’s six state service territories. Advise the Regulatory Operations staff.

Responsibilities

  • Plan and manage the work of the functional group. Lead projects and initiatives.
  • Prepare and coordinate regulatory filings related to state regulatory rules and regulations including testimony, exhibits, data responses, and supporting documentation for the company’s regulatory commissions.
  • Work directly with regulatory affairs staff and oversee all filings with state commissions, including production and shipment of filings; ensure compliance with regulatory rules and accuracy of recordkeeping. Maintain timely company regulatory information on company’s website.
  • Proofread documents and format exhibits from a variety of sources.      
  • Present analysis and provide alternatives and recommendations to department management to influence decision making regarding regulatory policies and strategies.
  • Interface with state regulatory commission administrative/filing staff in each of the company’s six state service area. Review and coordinate administrative rule application and modifications. 
  • Develop and maintain effective internal and external relationships with a range of regulatory agencies, partners, vendors and other stakeholders in order to successfully manage projects.
  • Coordinate with regulatory discovery staff and oversee distribution of data requests and responses, including reviewing data requests and responses for accuracy before submittal to regulatory agencies.  Manage the distribution of data requests and responses including maintenance of database on company intranet site.
  • Maintain retail tariffs for the six states, including managing revisions, distribution, publication on the website, and archiving.
  • Participate in training, communicating, and making system changes to support any changes to rules or regulations.
  • Interpret rules and regulations on their application to regulatory filing requirements.
  • Plan, coordinate and facilitate major projects.
  • Recommend and facilitate improvement initiatives with business units to improve processes, efficiencies while ensuring compliance with rules and regulations.
  • Perform system administration and maintenance of various programs including adding/ terminating users, uploading files, etc.
  • Maintain confidential records, and retain according to company policies. 
  • Research and respond to requests for documents.
  • Assist in responding to internal and external questions, and communicating and interpreting policies and practices.
  • Manage document center and data management system for regulatory documentation.  Determine schedules and availability of resources/materials. Oversee inventory for document center and order supplies.
  • Lead the functional team; direct day-to-day activities, and provide guidance and recommendations.
  • Provide input into team employee performance reviews. Flag performance and personnel issues for people manager resolution.

 

Requirements

  • Bachelor’s degree in accounting, finance, business, economics, or a related field; or the equivalent combination of education and experience.
  • A minimum of five years of administrative experience including project and document management, or related areas.
  • Knowledge of commission rules of practice and procedure in all six states.
  • Strong leadership skills and the ability to work with all levels of an organization, including people with different styles and backgrounds, to influence actions and negotiate outcomes; ability to work both independently and as a member of a team; ability to manage and motivate others.
  • In-depth knowledge of applicable Company policies and procedures; applicable federal, state, and local governmental laws and regulations.
  • Experienced with the use of personal computers including spreadsheet, database, word processing, and presentation applications to compile, maintain, and present information.
  • Project management skills including project leadership, task identification, scheduling, and cost/expenditure identification.
  • Communication and interpersonal skills including the ability to work with all organizational levels as a team member, to ensure that key information on schedules, requirements, and resources is communicated to management in a clear and timely manner.
  • Ability to present alternatives and recommendations to internal and external stakeholders.
  • Ability to communicate and interact with individuals in all levels of the organization, industry and community.
  • Demonstrated initiative, problem-solving skills and follow through on commitments.
  • Strong research skills, including identification of relevant information and key control points.
  • Ability to maintain sensitive and confidential information regarding company information.
  • Competency in working within a rapid turn-around operation while maintaining strong attention to detail

Preferences

  • Understanding of state regulatory administrative rules and procedures.
  • Prior regulated utility experience.
