General Purpose
The Employee Relations Specialist supports the human resources and labor relations team by being primarily responsible for managing and responding to workplace concerns through review, documentation and fact-finding. This role will provide advice and counsel to their assigned client organizations regarding human resources and/or labor relation issues and programs.
This position partners with managers, leaders as well as other HR functions, to support positive relationships, present recommendations and influence management decisions. Research, analyze, develop and implement new strategies, programs, and/or processes in response to changing internal and external conditions. Maintains effective business relationships with unions, legal counsel, and utility industry labor relations contacts.
This position is eligible for Hybrid work with residence in Casper or Rock Springs, Wyoming. Successful candidates will be required to reside in the Wyoming service area. This position consults with leadership throughout the service territory and may need to travel to these sites for work purposes.
Responsibilities
- Provide consultation to management regarding HR strategies, services, and processes.
- Serves as primary point of contact for leaders and employees throughout their assigned area to offer support, guidance and direction to management on broad range of issues including performance management and feedback,
- Serves as an advocate to assigned client groups and as an advisor and/or mentor to other human resources staff.
- Documents and manages employee relations or workplace concerns and initiates the fact-finding process. Conducts fact-finding in a thorough and timely manner to determine appropriate resolution or if further investigation is needed on any given case. Promptly communicates fact-finding results, often through formal written reporting, and offers corrective action solutions.
- Responsible to research, analyze, develop and implement new strategies, programs, and/or processes in response to changing internal and external conditions. Reporting may include highlighting key trends in employee relations to actively drive proactive solutions to improve employee engagement, reduce risk, and minimize reactive work.
- Engaging with employees regarding reasonable accommodation requests, including interviewing employees, collecting appropriate documentation, and evaluating requests.
- Through support to leadership and employees, works closely with labor relations team to review applicable collective bargaining agreements to offer solutions and leader guidance.
- Partners with management and other HR representatives on all aspects of human resources, including but not limited to recruitment, interviewing, selection, employee relations, compensation, benefits, disability, workforce planning, organizational design, and policy review.
- Works closely with labor relations team to learn labor relations processes to support client groups.
- Provides strategic support, thought partnership, and coaching to all levels of the organization to ensure the management of employee performance and maintaining a focus of employee relations for leaders. Stays attuned to organizational and operational changes across the business units to identify potential risks and works with leadership to develop plans to address proactively.
- Conducts special studies, investigations and analyses and present findings and recommendations to management.
- Develops and implements human resources and labor relations training to support the needs of the organization and assigned business units.

Requirements
- Bachelor’s Degree in Human Resource management, Industrial Relations, or a related field; or the equivalent combination of education and experience.
- A minimum of 5 years of experience in Employee Relations or Human Resources or a related field.
- Thorough knowledge of federal, state, and local government employment laws and regulation.
- Ability to conduct investigations, with an emphasis on documentation and process to ensure fair assessment of discipline and consistent policy application across the company.
- Ability to independently prioritize assignments and respond to rapidly changing priorities.
- Ability to establish and maintain effective working relationships with all levels of employees which establish trust, maintain confidence, and understand social behavior and interactions.
- Knowledge of research, analysis, and consulting techniques.
- Project management and leadership skills.
- Experience speaking in front of employee groups including presenting and conducting training sessions.
- Proficient with the use of personal computers and associated software to gather, analyze, and summarize data.
- Ability to work with all organizational levels to influence actions and negotiate outcomes.
- Travel may be required.

This position is eligible for an annual discretionary performance incentive bonus of up to 15.00% of salary.
