General Purpose

Review and understand studies, plans, specifications, calculations, elevations, documents and performance assessments associated with the planning, design, construction, operation, and maintenance of the company’s generation, transmission, distribution, telecommunication or other utility facilities/systems.  Develop budgets, cost estimates, pricing schedules and other cost control support for construction and maintenance projects involving generation, substation, telecommunications, transmission, and distribution facilities. Develop, monitor and analyze cost engineering trends. 

Responsibilities

•    Prepare preliminary designs and evaluate detailed designs to develop cost estimates at various stages in the project evolution and evaluate resource requirements for construction and maintenance projects involving generation, substation, telecommunication, transmission and distribution facilities. 
•    Prepare preliminary budget estimates using transmission and area planning engineering studies including substation and transmission one-line diagrams.
•    Prepare budget estimates for capital projects to aid in the development of Company’s multi-year capital plan by working with asset management group.
•    Review and understand detailed design drawings to perform material take-offs and analyze construction sequencing.
•    Perform cost analyses and prepare detailed variance analyses to support the appropriation request and project change notice process.
•    Develop pricing schedules and proposal evaluations to support the competitive bid process and negotiate project pricing with engineering consultants and contractors for construction and maintenance projects. 
•    Participate with the project team in scoping of projects for engineering, construction and contractual requirements.
•    Prepare engineering cost and project update reports as required.
•    Maintain historical cost databases and application tools to aid future estimates and pricing schedules. 
•    Responsible to identify and document all technical scope changes during each design engineering review phase and present to management.
•    Responsible to ensure all technical documentation, construction specifications, and drawings have been completed, checked and assembled prior developing cost estimates and construction pricing schedules.
•    Maintain project timelines and budgets.

Requirements

•    Bachelor’s Degree in Engineering or a related field; or the equivalent combination of education and experience.     
•    A minimum of two years directly related experience in design engineering, construction and costing related to electrical utility.
•    Basic assessment skills to evaluate electrical utility facility conditions, determine resource requirements and accurately estimate costs.
•    Utilizes a wide degree of creativity and latitude.
•    Knowledge of project cost control principles, theories and concepts.
•    Requires technical knowledge of the construction work involved and is familiar with a variety of the Company’s construction concepts, practices and procedures.
•    Competency in the use of the tools and methods required to perform job function.
•    Strong written and oral communication and interpersonal skills.
•    Must have initiative, imagination, flexibility, communications skills, problem solver and the perseverance to perform their duties.
•    Willing to travel 10% to 20%.

In addition, the requirements of the Sr Cost Estimating Engineer position are:
•    A minimum of five years of experience in design engineering, construction and costing related to electrical utility.
•    Design skills to understand substation engineering design, transmission line engineering design, civil engineering design, and protection and control engineering design.
•    Thorough knowledge of project cost control principles, theories and concepts. 
•    Knowledge of required engineering specifications and drawings and the Company’s construction and maintenance standards and process; regulations impacting construction and maintenance; and Company policies, practices, and procedures.
 

Preferences

•    Advanced degree
•    Engineering experience specific to industrial power systems or electrical utility power systems.
•    Basic knowledge of required engineering specifications and drawings and the Company’s construction and maintenance standards and process; regulations impacting construction and maintenance; and Company policies, practices, and procedures.
•    Basic design skills or assessment skills to understand substation engineering design, transmission line engineering design, civil engineering design, and protection and control engineering design.
•    Working towards Professional Engineering License and/or Professional Project Management and/or Professional Estimating Accreditation.
•    Experience with SAP.
•    Experience with Sage estimating software.
