Engineering\Operations Project Manager

General Purpose

With minimal direction from a department manager, this position oversees and manages the engineering design of large power transmission and distribution capital projects that require considerable resources and high level of functional integration. The role is responsible for all aspects of the project design, including initiation, planning, execution, control, and closeout.

Responsibilities include assembling project team, preparing solicitations for engineering design services, identifying appropriate resources needed, and developing schedules to ensure timely project completion. The role interfaces with all areas affected by the project including end users, distributors, and vendors. It ensures adherence to quality and safety standards and reviews project deliverables, and communicates project status and key updates to senior management.

This position is available at multiple levels.  Applicants will be considered for the level that best matches their education and experience. 

Responsibilities

The successful candidate will be accountable for all project management responsibilities in the delivery of multiple high-risk large scale capital projects. Responsibilities include but are not limited to design, financial, permitting, assembling and managing multifunctional matrixed project teams across business platforms. Responsibilities also include coordinating team efforts, assigning tasks, developing detailed project plans, project schedules and ensuring timelines are met.

• Manage the planning and design of multiple large-scale capital projects (e.g. modifications/additions to facilities and infrastructure) under minimal supervision.
• Deliver assigned projects within approved scope, budget, schedule, and within company governance.
• Develop scopes of work and requests for proposals for external contracts as necessary.
• Manage the planning, design, and construction of small and large scale capital projects (e.g., modifications/additions to facilities and infrastructure) under direct supervision.
• Develop and manage project schedules and issue regular progress reports.
• Establish, track, and control project cost, scope, schedule, and risk.
• Provide quality reporting, cost forecasting, schedule/float management, and change control.
• Participate in negotiations with vendors and contractors regarding work scope changes and ensure that all contract commitments are completed on time per applicable specifications.

• Plan, schedule, and execute all phases of projects in accordance with project management processes, policies, guidelines, and corporate governance.
• Develop and execute public involvement plan during the project permitting phase.
• Establish responsibility for and manage the physical construction

• Coordinate with procurement to solicit external materials and services as required for project deliverables.

• Manage the bid process and contracts for external engineering and construction services. 

• Negotiate with vendors and contractors regarding work scope changes and ensure that all contract commitments are completed on time per the scope of work and technical specifications.

• Manage construction management team activities in conjunction with field operations.  

• Interface with department manager to gain necessary approvals and manage risk.

Requirements

• Bachelor’s Degree in Engineering, Construction Management or the equivalent combination of education and experience
• Related professional experience.
• Experience or formal education in project cost, schedule, scope controls, forecasting and reporting
• Ability to analyze information, form conclusions and provide meaningful solutions
• Proficient with the use of technical applications, software, and tools
• Ability to motivate and influence others including skills and experience in team building
• Excellent communication and interpersonal skills

In addition to the above responsibilities the Engineer/Operations Project Manager II position includes the following:

• A minimum of two years directly related professional experience.

In addition to the above responsibilities the Engineer/Operations Project Manager III position includes the following:

• Three or more years directly related professional experience. 
• Experience in project scheduling, cost controls, tracking and reporting methodologies
• Knowledge of financial principles to quantify costs and benefits of projects and to track and maintain project budgets 

In addition to the above responsibilities the Sr. Engineer/Operations Project Manager position includes the following:

• Five years related professional experience. 
• Proficient in project scheduling, cost controls, tracking and reporting methodologies.
• Knowledge of financial principles to quantify costs and benefits of projects and to track and maintain project budgets 

Preferences

• Three years related professional experience.
• Certified Associate in Project Management Credential from Project Management Institute
• Experience as an engineer or other technical project support
• Working knowledge of SAP in cost tracking and forecasting
• Experience in electric utility design and/or construction
• Knowledge of the company’s business, policies, procedures and practices
