General Purpose

As a member of the Human Resources leadership team, the Labor Relations Manager is instrumental in maintaining collaborative working relationships between management, bargaining units employees and union leadership. This position will primarily support the Rocky Mountain Power labor relations team.

 

The Manager will work in coordination with the Director to implement and maintain the company’s labor relations programs, policies and procedures. This position will also be instrumental in developing specific collective bargaining strategies and  providing counsel to leadership related to collective bargaining, joint resolutions, grievances and represented employee relations.

 

In addition to focusing on union contracts and management policy, the Manager will need to maintain a focus on building long-lasting collaborative working relationships with company and union leaders.

 

The Manager may also be assigned a geographic area to support and will work closely with the Labor Relations Specialists in the company. Based on this, the Manager will be expected to maintain current knowledge of employee and labor relations trends and legal and statutory changes to assist in managing workplace expectations for represented staff.

Responsibilities

•    Work in collaboration with the Director to provide management and oversight of the Rocky Mountain Power labor relations programs, policies, and procedures.
•    Provide guidance and recommendations for the labor relations team in the delivery of labor relations programs across a geographically dispersed service territory. 
•    May be assigned a geographic territory, region, location or cross-functional unit, to support labor relations initiatives and projects
•    Conduct research necessary to support contract negotiations and deploy bargaining tactics to negotiate contracts consistent with the company’s goals.
•    Act as a resource and provide guidance to management and labor relations team members on issues that arise in the workplace by interpreting, applying, and administering company policies, collective bargaining agreements and labor and employment laws.
•    Assist and may lead the administration of grievance procedures including arbitrations, and assist all levels of management on labor matters. 
•    Coordinate and conduct internal investigations and handle grievances in accordance with internal guidelines and practices.
•    Establish and maintain effective relationships with industry labor organizations.
•    Develop, implement and execute the company’s labor strategy in collaboration with relevant stakeholders.  
•    Represent the organization in significant arbitration cases and hearings. 
•    Negotiate with labor unions and represent the company in formal grievance proceedings. 
•    Facilitate, advise, participate and direct others on projects related to contract negotiations and Labor Relations programs. 
•    Interface directly with union leaders and business leaders both internally and externally.   
•    Serve as a chief spokesperson in general negotiations. 
•    Facilitate labor management meetings, project meetings, and follows through on initiatives and action items from meetings. 
•    Recommend and implement plans and approaches to support overall business strategies.  
•    Provide input for team employee performance reviews.
•    Participate on company or human resource projects as needed and performs other duties as assigned.

Requirements

•    Bachelor’s Degree in Business Administration, Human Resources Management or a related field; or the equivalent combination of education and experience. 
•    A minimum of seven (7) years progressive responsibility, professional experience in collective bargaining and labor relations activities.
•    A minimum of three years of experience in direct people or functional management.
•    Ability to construct and interpret financial models to facilitate economic analysis throughout the collective bargaining process
•    Strong communication and facilitation skills, including clear written and oral communication and effective listening skills. 
•    Cultural awareness and experience fostering equitable and inclusive employee and labor relations.
•    Negotiating skills with demonstrated capabilities in interest-based bargaining methodology. 
•    Leadership and teamwork skills to negotiate with and influence peers and management on policy and strategic issues.
•    Communication and interpersonal skills including the ability to manage and motivate employees, use oral and written communication to create a vision, communicate strategy, and effectively interface with other company leaders.
•    Knowledge of the company’s strategic plan, regulatory and political environment, as well as the company’s policies, procedures and practices, and applicable federal, state, and local laws and regulations. Travel may be required.
•    Valid driver’s license is required.

Preferences

  • Advanced Degree.
  • PHR or SPHR Certification.
  • State bar membership preferred
  • Working knowledge of Taft-Hartley Trusts
  • Experience in a regulated utility environment.

​Hiring Range: $126,700 - $149,000

This position is eligible for an annual discretionary performance incentive bonus of up to 20.00% of salary.
