General Purpose


Under minimal direction from the managing director (head of Project Management office), the director of engineering/operations (project management office), or a vice president, is responsible for managing and overseeing the application of prescribed methods and standard practices for field verification, commissioning, and technical support for the Rocky Mountain Project Management Office (PMO) for transmission, distribution and substation construction projects



The successful candidate will be accountable for all management responsibilities to ensure coordinated team efforts with appropriate stakeholders such as engineering, project management, dispatch, and grid operations as wells as assigning tasks for the items below: 


  • Responsible for oversight and coordination of substation and transmission line start-ups in a safe manner without impact to customers and the system.  
  • Primary interface with the PMO staff and Operations, Engineering, Dispatch, etc. for all PMO transmission, distribution and substation projects.
  • Coordinate all PMO construction sequence plans and outage scheduling. 
  • Provide charging authorization for PMO projects to dispatch and grid operations.
  • Manage the PacifiCorp Commissioning Notebook for all substation, transmission, communication and metering equipment. 
  • Conduct site inspections to ensure adherence to engineering standards and specifications.
  • Request and support start-up procedures, dispatch display and database builds associated with all RMP PMO transmission and distribution projects.   
  • Oversee development of contingent plans for all PMO projects required to support customer loads during construction or in the event construction is delayed.  
  • Provide line phasing using the satellite phasing tool.
  • Support the PacifiCorp Tier I and Tier II major outage meetings.
  • Manage the California Independent System Operator (CAISO) data submission process for RMP PMO.
  • Oversee the RMP drone fleet operations. Obtain a FAA Part 107 drone license.
  • Support the RMP safety department in building training models and writing safety manuals.
  • Recommend alternative solutions to management in area of specialty.
  • Act as a lead/expert to train and mentor level I/II commissioning specialists.
  • May have direct supervisory responsibility for a project team. 
  • Stay abreast of new and emerging technology, tools, and techniques within the industry and provide recommendations on best practices/processes.



  • Bachelor’s Degree in Science, Technology, Engineering, Construction Management or the equivalent combination of education and experience  
  • Ten years related professional experience. 
  • Proficient in project tracking and reporting
  • Excellent technical writing and verbal communication skills 
  • Excellent interpersonal and communication skills to facilitate team efforts, provide guidance and direction to team members, and communicate project objectives, parameters, status, and outcomes to stakeholders 
  • Highly skilled in motivating and influencing others, experience in team building and conflict management
  • Ability to analyze information, form conclusions and provide meaningful and creative solutions to non-typical business issues
  • Proficient with Microsoft Office Suite including Word and Excel



  • Master’s in Business Administration or advanced technical degree
  • Current Professional Engineer License
  • Advanced Project Management or Program Management Certification by the Project Management Institute
  • Knowledge of the company’s business, policies, procedures, and practices
  • Experience in the electric utility industry and applicable federal, state and local regulations.
  • Experience in managing direct reports
