General Purpose

Provides advice and counsel to management and client organizations. Conducts special studies and analyses, develops alternatives, presents recommendations to management and influences management decisions.  Researches, analyzes, develops and implements new strategies, programs, and/or processes in response to changing internal and external conditions.
 

Responsibilities

Customer Focus and Leadership

  • Promote a customer first culture and commit to delivering outstanding results for customers.
  • Provide strategic leadership and mentorship across the Back Office for jurisdictional load concepts, EDAM settlements, and regulatory compliance, ensuring continuity of knowledge in high risk, low redundancy processes.
  • Provide advice or functional direction and assume a lead role within the work group.

 

EDAM, SQMD, and Jurisdictional Load Expertise

  • Serve as PacifiCorp’s internal authority on Net System Load (NSL) within the jurisdictional loads framework, including stewardship of NSL construction logic across the EAS pyramid, Joules, and downstream CAISO EDAM settlements.
  • Own and govern EDAM Settlement Quality Meter Data (SQMD) strategy and interpretation, including application of CAISO Tariff, BPMs, and audit expectations.
  • Lead enterprise level Joules configuration and design decisions related to EDAM load and resource modeling, including meter to resource mappings, aggregation hierarchies, calculation logic, and data lineage across PI, EAS, MV 90, and external meter feeds.
  • Act as senior escalation and decision authority for complex meter data movement issues, including reconciliation, root cause analysis of settlement variances, and resolution of conflicts with CAISO MRI S results.

 

Meter Data Validation, VEE, and Submissions

  • Oversee and review daily validation, editing, and estimation (VEE) of SQMD for all EIM and EDAM participating resources prior to outbound MRI S submission.
  • Execute meter data completeness checks and perform root cause analysis on missing, late, or inconsistent interval data across MV 90, BPA sources, JLS, and Joules.
  • Review, package, and validate outbound MRI S submissions to support T+9, T+55, and monthly settlement cycles.
  • Validate CAISO EDAM generation, interties, and load resources to ensure adherence to SQMD plans.
  • Compare interrogated meter data against multiple sources and validate end of hour data in the Energy Accounting System.
  • Analyze energy flow, single line diagrams, and transmission network diagrams and propose alternate sources of meter data.

 

Additional Responsibilities

Analysis, Reporting, and Continuous Improvement

  • Gather and analyze critical information (demographics, condition, costs, lifecycle) from multiple sources.
  • Audit business system data and examine actuals against targets.
  • Analyze business processes, conduct special studies, develop alternatives, and present recommendations to influence management decisions.
  • Report on performance and develop improvement recommendations for management.
  • Lead implementation of selected alternatives for analysis driven projects.Generate reports to meet customer and stakeholder data requests.
  • Identify and recommend policy, management, procedural, process, and system improvements.
  • Identify opportunities to streamline meter data processes, automate validation routines, and improve reporting reliability.

 

Coordination and Market Readiness

  • Support creation, review, and updates to ELAP, EIDE, and EDAM load/resource configurations within Joules and JLS.
  • Assist with parallel operations testing, including functional, vendor, system integration, and customer specific testing for EDAM onboarding.
  • Develop, maintain, and corroborate SQMD plans, including meter to resource mappings, aggregation rules, calculation logic, and data lineage documentation.
  • Support PacifiCorp’s annual SQMD affirmation and attestation obligations to CAISO.
  • Coordinate with third party LSEs and Scheduling Coordinators to align meter data access, entitlements, and submissions.
  • Provide recommendations and implement process and procedural improvements based on industry best practices.

Requirements

Education & Experience

  • Bachelor’s degree in Business Administration, Marketing, Finance, Human Resource Management, or a related field, or equivalent education and experience.
  • Minimum of seven years of experience directly related to position responsibilities.

 

Technical & Market Expertise

  • Expert level knowledge of CAISO markets, including EDAM and EIM settlement constructs, SQMD requirements, Net System Load principles, and CAISO Tariff and BPM governance.
  • Deep functional mastery of JLS-to-Joules configuration for jurisdictional loads, EDAM submissions, and settlement workflows, including interfaces with PI, EAS, MV 90, and CAISO MRI S.
  • Advanced understanding of energy accounting and jurisdictional load calculations, including EAS pyramid structure and associated financial and regulatory implications.
  • Demonstrated ability to act as a system and process architect balancing auditability, automation, operational efficiency, and regulatory risk.

 

Leadership, Communication & Analysis

  • Proven leadership experience in regulatory driven environments.
  • Advanced communication and interpersonal skills to promote positive customer and stakeholder outcomes.
  • Ability to work effectively with all organizational levels to influence actions and negotiate outcomes.
  • Strong research, analysis, and problem solving skills, including evaluation of complex situations and development of actionable recommendations.

 

Tools & Delivery

  • Proficiency with Microsoft Excel and business applications for complex data analysis and reporting.
  • Project management and leadership skills with demonstrated ability to deliver against timelines and commitments.
  • Knowledge of applicable company policies, procedures, and federal, state, and local regulations.

Preferences

  • Knowledge of the electric utility industry and its regulatory and operating environments.
  • Experience with energy accounting and meter data.
  • Experience developing charts, graphical reports, and analytical outputs to communicate complex results.
  • Understanding of line and substation equipment operation.
  • Familiarity with grid operations, including system topology, transmission constraints, and balancing area dynamics.
  • Experience performing power flow analysis in Monarch.
  • Strong understanding of meter data reconciliation across MV 90, BPA, SCADA, PI, and Joules/JLS.
  • Experience with interdepartmental data sharing across Transmission, Grid Operations, Settlements, Load Forecasting, and Jurisdictional Loads.
  • Working knowledge of the EAS pyramid and its use in operational and settlement reporting.
  • Familiarity with SCADA and PI DataLink tools for settlement quality processes.
  • Prior responsibility for CAISO audits, SQMD attestations, or regulatory filings.
  • Experience leading system implementations or migrations in regulated utility environments.
  • Recognized internal subject matter expert for technical judgment.
  • Experience mentoring analysts or specialists in high complexity.
  • Ability to manage client and vendor relationships.
  • Prior utility operations experience in a financial role.
  • Prior supervisory or lead experience.
