General Purpose

Manages the day-to-day operations of a geographic territory, region, location or functional unit that has a significant impact on corporate, business unit, or organizational objectives. Establishes and implements business objectives, strategies, and plans. Manages and allocates financial and employee resources. Responsible for selecting, coaching, and developing employees and responsible for management of employee salaries. Implements and supports Company programs and policies. Typically responsible for establishment and adherence to department budget.

Responsibilities

  • Manage all procurement planning, competitive bids, contract negotiation, major capital purchases, "spot" buying and contract administration.
  • Lead and manage staff to support procurement compliance and performance requirements.
  • Implement beneficial procurement plans and aggregation activities with other MidAmerican affiliates.
  • Negotiate, and manage multiple material and services agreements including but not limited to: master supply agreements, construction agreements, operations and maintenance agreements and software licenses.
  • Develop vendor contracts and agreements to ensure that PacifiCorp maintains a competitive advantage in its business expenditures.
  • Ensure savings in capital and operational expenditures as set annually are achieved and properly measured and reported.
  • Establish and implement business objectives, expansion projects and investment opportunities are delivered to expand the asset base in support of company business.
  • Develop and implement an "e" enabled procurement program including the use of various vendor and internal managed platforms. 
  • Identify process improvement opportunities and implement efficiency, standardization and improvements to ensure evaluation of the entire process from acquisition to disposal.
  • Manage delivery risk surrounding essential products and equipment to achieve no negative business impacts and manage resolutions of any counterparty disputes.
  • Enhance customer service across each business.
  • Maintain compliance with all financial, legal, regulatory and environmental requirements for all transactions.   
  • Manage and allocate financial and employee resources in accordance with the operating plan, departmental budgets and company and employee initiatives.
  • Maintain accurate awareness of market movement and trends affecting company business.
  • Select, coach, and develop employees.
  • Review and evaluate employee performance including safety and prepare annual reviews. 
     

Requirements

  • Bachelor's degree in Business, Supply and Logistics, or a related field; or the equivalent combination of education and experience. 
  • A minimum of seven years of supply chain experience including procurement, materials management, logistics, and contract administration.  
  • A minimum of three years people management experience.
  • Management skills including the ability to establish objectives, execute policy, monitor resources, and manage the development or implementation of a system, program or process.
  • Leadership and teamwork skills to provide input into policy decisions and to mobilize resources to produce desired business results.
  • Communication and interpersonal skills to manage and motivate employees and use oral and written communication to communicate objectives and action plans.
  • Strong knowledge of contracts, commercial and construction law, claims avoidance, insurance, regulatory compliance, risk control, and contract administration.  
     

Preferences

  • Advanced degree in an applicable field.
  • Certified Professional in Supply Management (CPSM).
  • Knowledge of the company’s strategic plan, objectives for specific area, as well as company policies, procedures, and practices and federal, state, and local governmental laws and regulations.

This position is eligible for an annual discretionary performance incentive bonus of up to 15% of salary.
